COLOMBO: Indian Prime Minister Narendra Modi told the Sri Lankan parliament here on Friday that diversity, when promoted, can be a source of strength to a nation.
"I believe in cooperative federalism," Modi told the 225 member House in a message of great significance to Sri Lankan leaders who are  struggling to come to grips with the issue of giving equitable political representation to different ethnic groups, particularly the Tamils, the largest minority.
Modi stressed the need for all communities in Lanka to work towards shared goals. Modi said that as Prime Minister, he has been trying to strengthen the states. He thereby indicated to the Lankan leaders that it is important to devolve power to the provinces by fully implementing the 13 th Amendment (13A) of the Lankan constitution and going beyond it.
Full implementation of the devolution package contained in the 13A, including the grant of powers over the police and land, has been a long standing demand of the Tamils of the Northern and Eastern Provinces of Lanka.
On India-Lanka relations in general, Modi made two signfiicant remarks that Sri Lanka has the potential to become India's "strongest economic partner," and secondly, India' s neighbours have the first claim on the prosperity of rising India.
More specifically, Modi said that India is keen on addressing Lanka' s concerns as regards trade such as customs issues and tariffs.
Referring to the problem of tackling terrorism, Modi said that international cooperation is critical to it as "security is indivisible".He pleaded for shared responsibility for tackling maritime terrorism.
The Indian Prime Minister sought close cultural cooperation between India and Lanka, and described Lanka as India' s closest cultural neighbour.
Replying to Modi's address, Prime Minister Ranil Wickremesinghe said that the speech ‘opens opportunities for strengtgening Lanka-India ties and taking it to greater heights.’
