Chief Minister of the Northern Province, C.V. Wigneswaran, said India should take the responsibility of pressuring the Sri Lanka Government into fully implementing the 13th Amendment to the Constitution.
He added, if there are any changes to be made to the amendment, it is the role of India to ensure that such changes are introduced.
Wigneswaran further said he would urge Indian Prime Minister Narendra Modi to take steps to ensure the 13th Amendment is fully implemented.
The Northern CM also said President Maithripala Sirisena has never expressed views in a way to hurt the Tamil people, but the views expressed by Prime Minister Ranil Wickremesinghe, particularly on the missing persons, have hurt the Tamil people.
"We understand that Prime Minister Modi would visit the North, therefore, we would explain to him the problems faced by the Tamil people. We will emphasize on fully implementing the 13th Amendment," he said.
Wigneswaran also said new Governor of the North, H.M.G.S. Palihakkara, was very cooperative and that he has so far not interfered with the functions of the Northern Provincial Council (NPC).

"Prime Minister Wickermesinghe's views about missing persons are very disappointing. He said the missing persons were killed by the LTTE. This comment hurt the Tamil people, who believed the new government would find solutions," he said.
He further said a local probe on war crimes will not gain any advantages and added that proper investigators are not available in the country in order to conduct a local investigation.
